EPI provides turnkey certification programs with a full set of materials that any country can adapt into workforce development programs. Certified individuals possess cutting-edge knowledge and skills in both management systems and energy performance.
Personnel Certification Bodies (PCBs)
EPI provides oversight for the certification schemes and exams to minimize the effort for PCBs to provide oversight of their certification programs. The turnkey certifications are ready for ISO / IEC 17024 accreditation, and provide revenue opportunities.
Personnel Certification Bodies (PCBs) have the opportunity to license the certification scheme (s) and / or exam (s) without having to bear the expense of developing these products themselves, PCBs sublicensing the EPI International Exam will have access to the provisioned exam through a global network of testing centers. This option provides a turnkey solution for attaining ISO / IEC 17024 accreditation, and provides revenue opportunities to the PCB.
EPI will assist the licensed PCB to attain ISO/IEC 17024 accreditation by maintaining the integrity of the Certification Products. Assistance will be defined by the following criteria:
- Providing the exam delivery platform and network of global testing centers to ensure exam security and consistent proctoring services.
- Conducting annual reviews of the each certification program to ensure ISO/IEC 17024 accreditation is maintained.
- Evaluating the Job Task Analysis (JTA), Scheme and Exam for each certification program to comply with ISO/IEC 17024 requirements.
- Establishing an Exam Development Task Force (EDTF) responsible for item writing and maintaining the exam forms necessary to ensure exam security, fairness and impartiality.
- Conducting annual item analysis on each certification exam, and sharing the Psychometric Reports with each licensed PCB.
The sublicensed PCB will be required to process the candidate application, evaluate the candidate eligibility credentials regarding education and work experience, and maintain the recertification requirements. The evaluation of the eligibility and the recertification requirements should be consistent with the published certification scheme.
Founding and participating countries each have representatives that provide input to the EPI Leadership Committee and function as a liaison to the PCBs in their respective countries. A PCB interested in sublicensing the EPI International Exam may do so by following the PCB Application Process.

The EPI Leadership Committee works closely with governments to help advise on whether their certification programs align with government priorities for energy related polices, regulation and initiatives. The committee promotes international standards, such as, ISO 50001, as an effective and economical means to bolster industrial competitiveness and achieve national goals (e.g., energy security, economic growth, mitigation of climate impacts). The certifications assist governments with professional development and building workforce capacity.
Energy use is the single largest contributor to greenhouse gas emissions, and the ISO 50001 standard has the potential to significantly reduce energy use across the industrial and commercial building sectors. The ISO 50001 energy management systems (EnMS) standard has a dual focus on the use of a robust EnMS and sustained, data-driven improvements in energy performance. This dual focus requires skills in both business management systems and the technical aspects of energy performance—a skill set that can be hard to find in today’s marketplace.
Governments around the world recognize the pivotal role of energy in addressing economic, social, environmental, and security issues. The industrial and commercial buildings sectors jointly account for about 60% of global energy end use. Countries focused on improving the role of energy are leveraging their resources and taking collective action to strengthen national and international efforts to make it easier for these sectors to adopt energy management systems around the globe. In the process, countries also enhance their domestic capacities to effectively accelerate adoption of energy management systems—helping to meet national energy, economic, and sustainability goals.
In response to this need, six countries and UNIDO worked to create EPI, and help define the necessary knowledge and skills to effectively audit organizations seeking certification to ISO 50001. The result is the consensus-based Certification Schemes and International Exams, which are foundational resources for countries to use to increase the technical reliability in ISO 50001 audits, increase the impact of ISO 50001, and demonstrate the value of EnMS in industrial, commercial, and public sector organizations.

Likewise the committee desires a stable auditing structure that does not change, is consistent with international standards, and streamlines International Accreditation Forum (IAF) audits.
